    A letter to the Minister of Children and Family Development (prepared for my policies class)
    April 5, 2008

    Ministry of Children and Family Development,
    Victoria, British Columbia

    Dear Minister:

    I am writing with respect to your Ministry’s recent 2008/09 Annual Service Plan Report, in which you have projected a target of only 33% of Aboriginal children in care being served by delegated Aboriginal agencies for both the 2009/10 and 2010/11 fiscal years. On behalf of many affected groups and individuals, I am asking you to review and raise this target goal.

    This decision is a great oversight of the support that the province of British Columbia needs to provide to Aboriginal children in care.

    First, the decision goes against what your Ministry personally committed to the Aboriginal communities in 2002, when you stated your goal “to promote an environment where the most vulnerable children and youth are protected and supported by families and communities” and set a target of having 50% of Aboriginal children in care served by delegated Aboriginal agencies by the fiscal year 2005/06.

    Second, the decision is reflective of the experiences that the Aboriginal communities have been continuously subjected to on behalf of the Canadian government, including child welfare interventions with First Nations families living on reserve without any legal basis. These are families who are still living with the shame inflicted on them because of the physical, psychological, and sexual abuse experienced in the residential school system as their culture and language were destructed and they are forced to assimilate into `Canadian culture’.

    Third, the Ministry of Children and Family Development created delegation agreements between the province of British Columbia and the First Nations communities so the Ministry could work towards transferring the responsibilities for child protection and family support from the Ministry of Children and Family Development back to the Aboriginal communities and allow Aboriginal agencies to carry out the administration of the Child, Family and Community Service Act. Let me remind you, Minister, that it was the revisions to the Indian Act in 1951 that allowed the provinces to first legally administer their own child and family services to Aboriginal communities, surrendering the federal government from legislatively enforcing specific Aboriginal child welfare laws. This was when the provincial government was given the ability to extend their child welfare services onto Aboriginal reserves – a service that only 30.4% of Aboriginal children in care are currently receiving from Aboriginal agencies, according to your 2008/09 Annual Service Plan Report.

    Fourth, the decision is reflective of the deaths of nineteen-month old Sherry Charlie and two-year old Chassidy Whitford, two Aboriginal children who had been under the “careful eye” of the Ministry of Children and Family Development. Adrian Dix, the NDP Opposition critic for your Ministry stated that he felt your government, headed by Gordon Campbell, “failed in its implementation of a key policy change and put financial concerns before the needs of children”.

    Will it take the death of another Aboriginal child in care in over for the Ministry of Children and Family Development to remember and keep their promises to the Aboriginal communities?

    Aboriginal children in care are over represented within the child welfare system. Their lives are affected by neglect, poverty, substance misuse, and poor housing. The Ministry of Children and Family Development needs to provide more funding for primary, secondary, and tertiary child maltreatment intervention services and the measures surrounding intervention need to be less disruptive to the families. Aboriginal children are being denied or delayed services that are available to other Canadian children because of jurisdictional disputes between and amongst federal and provincial governments. Because of this oversight, the needs of Aboriginal children in care are not being met and they are being exposed to even more abuse and neglect by the hands of the federal and provincial governments, including your Ministry.

    The Ministry of Children and Family Development needs to become more sensitive and aware of the issues surrounding Aboriginal children in care and work towards developing trusting relationships with Aboriginal children and delivering transparent services to children and their families.

    There needs to be active work towards reducing the feeling of constant surveillance that many Aboriginal families experience, especially when looking at child protection issues as many families and their children already feel as if they are being until scrutiny throughout their everyday lives.

    Many families are feeling isolated because they are unable to receive updates on the cases around their children. The Ministry need to be transparent in their actions and involve the families through every step that is taken in the cases so that a level of trust can be developed and Aboriginal people can work towards beginning their healing from the oppression that they have experienced.

    The Ministry needs to look at how the child’s heritage can be preserved and how the child’s family can be supported through the progress, as many children are experiencing much of the isolation and assimilation into non-Aboriginal culture that the children of previous generations experienced in the residential school system and the sixties scoop.

    The needs of Aboriginal children in care need to be addressed by the Ministry of Children and Family Development. I ask you to consider this oversight that has been made about the ongoing needs of the children that have been promised to be served by Aboriginal agencies. I ask you to review your decision on the goals for the 2009/10 and 2010/11 fiscal years and work towards providing accountable and caring services to the Aboriginal children in British Columbia.

    First day of work -- SO FUN! I love the space. I love the people. Tomorrow, I will be working in my first drop-in group and will be subjected to what they call interrogation, which is when the youth go around in a circle and each ask me a question -- any question! The funny thing is that I will be subjected to it again on Friday night. I'm really excited about it, about meeting all of the youth, and about this new job opportunity. I love that the executive director and my supervisor had a talk with me about my name and pronoun preferences and specifically about their openness to the fluidity of both!

    And last night's craft session -- SO FUN AS WELL! Although I did not finish anything, I loved bonding with Amanda and Malloreigh. And I'm working on creating a stuffed eggplant for Malloreigh. It is hot pink, but everything in my life right now is hot pink.

    I rode my bicycle to work this morning and found it odd that the front tire was not letting in any air when I tried to fill it. I stopped at a repair shop on Robson in the afternoon and it turns out that the tube was extremely twisted. They fixed it at no charge and I was able to have a nice ride home along the seawall. I felt so free!

    I'm sitting in my living room with black hair dye drying on my head and I am listening to the Strokes. Tonight, I will be crafting with my lovely neighbours down below and, well, being neighbourly. I am so excited to get to know Amanda and Malloreigh better and for this house to become a home and a community.

    I spent the afternoon at the college, finishing up my application for the Bachelor program and I made some calls to University of Victoria and found out that my file has been shortlisted there as I've met all of the requirements to get into the program. I am going to be checking my mailbox/mail/admissions-website twenty times a day from now on!

    And I did some retail therapy with April. I bought new chucks, some books, and a cd. And I picked up bus tickets in hope that I will have the energy to bike to my first day of work tomorrow.

    Work -- I cannot wait for that!!!

    I spent the last two days working at Directions. It is weird adjusting to the daylight. I returned home from work yesterday exhausted because I've been so used to sleeping when I get home. I had a great weekend at work though! I got to see so many of my old clients and connected with a few new ones.

    Tonight, I need to finish my application for the BA program at Douglas College and create a new self-care plan. It's time for a new me!

    I just woke up from my first night of sleeping and it was so nice! I spent last night reading Harry Potter and watching a movie with the kitten. She is excited and running around on my balcony as it is spring and I have finally let her start going outside again. I have a week off from work before I start my new job with Gab and there is so much to do. I need to get my bike fixed up quick so I can start biking around the city again. Goodbye, April bus pass, hello activity :)

    I slept in my bed last night and will be sleeping through the nights until Saturday, when I return for my last three overnight shifts at the Safe House. I had some extra vacation time and managed to shorten my last two weeks to three shifts a piece and cancel my shifts on the 30th and 31st. This is perfect timing as it is crunch time at school and I am in need of more self-care time. The elections are happening at the Douglas Students' Union next week, so I have been involved with bring the truth to the public eye. Part of me is regretful that I had to leave my position in September, but I am glad that I did not become entrenched in their web of lies. There is an All-Candidates Forum this afternoon that I am planning to attend.

    I finished the longest five-overnight stretch at the Safe House in a long time. I was concerned that it was going to kill me, but I survived it. I put in my notice for April 15th and am feeling quite free! I had an interview with Gab Youth Services on Tuesday and was called back for a second interview tomorrow afternoon. I am slightly behind in my homework and am still wallowing in the emoness that came with my flu. I'm feeling quite unmotivated and would rather read comic books than textbooks and take naps with my kitten. I am doing a Teen Angst performance on Tuesday night at the Railway Club. People should come and laugh at my shame.

    I am finally over my flu, but it seems that Lili took a little bit of me home with her. Poor girl :( Now I am all self-cared out and bored. I am going to Coquitlam to see my family tonight. My mum has returned from the land of Phoenix where she was for the last month. My nerves are starting to calm down more now that midterms are finished -- three A+'s and one A- -- and that all of my paperwork has been received by University of Victoria. I only have six weeks left until graduation. I am looking forward to a summer of working too much and hopefully sleeping at night a bit more.

    The flu has hit me hard, so I am curled up in a blanket watching Sailor Moon and drinking OJ. I picked up a notebook this morning on my way home from work. Hopefully, I can get back into a routine of some sort. Until then, I'm just going to let my head float away...

    I won at the internets today after coming close to being outbid on a batch of Sailor Moon manga that are out-of-print.




    After shipping and handling was included, I only ended up spending a few dollars over the original cover prices. Makes me happy!

    So many great things....

    One shift (plus a team meeting) before my vacation begins!
    A paper that I need to write for Friday, another that I want finished for Monday.
    University of Victoria application (version 2.0) is complete except for my resume.
    Clar might have found us tickets to Vampire Weekend!
    Amanda is moving into my basement which means that I can finally meet her.
    I found a faculty recommendation for my BA programs.
